| HB 233 | (new Title) Requiring Meetings Of The New Hampshire Vaccine Association to Be Audio and Video Recorded and Published On Its Website Within 48 Hours. The bill aims to improve transparency regarding vaccination products and meetings, but it faced some opposition, particularly regarding the role of the vaccination association and the feasibility of recording Zoom meetings. Further discussions and clarifications are expected, and the potential for a subcommittee review is still uncertain.Patrick Miller and Mark McCue, who oppose the bill, provided testimony. McCue explained the limited role of the vaccination association, noting it operates as a public-private partnership to save costs (around 30%) but plays a minimal role in vaccination requirements. Patick made several attempts at pointing out the Vax Association was essentially a "go-through"/ fiscal agent to purchasing vaccines at discounted pricing. By meeting via zoom, anyone in the public can attend, they posting meeting minutes, and answer questions in a reasonable amount of time. |

| HB 476 | Relative to Restrictions On Elective Abortion. This bill clarifies the definition of “fetus” for the purpose of abortion laws. The bill leaves in statute the subdivision located at RSA 329:43 through RSA 329:50 which makes abortions illegal after 24 weeks gestational age except in the case of a medical emergency or a fetal abnormality incompatible with life, but adds an additional differing subdivision that makes abortions illegal after 15 weeks gestational age except in the case of a medical emergency or a fetal abnormality incompatible with life. This bill also adds that no regulatory or law enforcement agency has the authority to penalize a health care provider for performing an abortion before 15 weeks gestational age except as specifically provided by law. Non- Germaine Amendment was introduced the title of the bill by replacing it with the following: AN ACT relative to the reporting of induced termination of pregnancy statistics. | HB 191 | (new Title) Providing Criminal and Civil Penalties For The Transporting Of An Unemancipated Minor In Order to Obtain A Surgical Procedure Without Parental Permission. Lots of opposition-many cited this bill traps young girls and control their bodies. There was arguments made around the fundamental right to travel to different states, what would enforcement look like, constitutional violations, the criminal and civil penalties for providing health care services, forces young girls to seek dangerous alternatives, removes MD's and others from providing care, requiring a "notarized" consent violates privacy and HIPPA. Points were made that suicide is the leading cause of death for girls under the age of 18. Vast majority of teens involve parents in these decision and Parental notification has been in law for well over a decade. |

Rep Spillane introduced the bill. This is the exact bill from last session which went through house-senate-house and then OTL due to some bipartisan language concerns. Concerns addressed in the bolded portions of the bill. Lots of conversation on anonimous callers who frequently report and those who are required to report due to professions. Susan Larrabee DCYF No postion. Recognizes the committee's need to balance the civil & criminal with good faith. In the bill, DCYF are the ones who recommended the change in line 12 from "Shall" to "May" Also pointed out that out of 27K callers about 1K were anonimous. All others were willing to give name and contact information for further follow up. Emily Lawerence, Waypoint. Oppose bill. Concerns. Chilling effect on average reporters that they may be in trouble and not feel inclined to report. Domestic Violence offenders may weaponize this bill against the victims. Suggested to look at other approaches rather than criminal prosecutions for ex. misdeamor or gradual punishement with warnings and then a fine etc. States with penalities have not discouraged. Jodi Nelson-clerk for committee in support and gave her own example. Lisa Masio-Office of Child Advocate (OCA) Opposes the bill . Concerns-chilling effect , Support the anonimoous reporting, Bill construction issues-lots of terms need to be clarified and/or define better and who will police/enforce this? Notices that there a not alot of malicious reporters. Screeners are highly trained and are able to sift through those. OCA already works with families w/ frequent flyer reporting in highly contentious divorce or DV due to being supeona. Kathryn Shae-Mom a victim of malicious reporting. supports bill Adam Kaugman-Dad who was a victim of malicious reporting Supports this bill. | HB 634 | (second New Title) Relative to The New Hampshire Council On Autism Spectrum Disorders. Rep. Stringham introduced a bill to update the Developmental Disabilities (DD) Council, which was created 15 years ago. The update aims to ensure the council can stay current and effectively address the evolving needs of the community it serves. Rep. Edwards, a co-sponsor of the bill, reinforced the importance of updating the council to ensure it functions effectively. He emphasized that the bill is designed to help the council fulfill its duties and meet the needs of individuals with developmental disabilities. Marissa Berg shared that families and individuals with disabilities had spoken out, offering feedback on why the council needs to be updated. Key issues raised by families include employment and work opportunities. The council aims to address these concerns by making structural adjustments. The bill aims to restructure the DD Council to better address the needs of individuals with developmental disabilities, including those with Autism. Proposed changes include expanding the council’s membership, possibly lowering quorum requirements, and ensuring that the voices of families and individuals with Autism are better represented. The bill seeks to strengthen the council’s ability to function and meet the growing needs of the community it serves. Further discussions and potential adjustments will be needed as the bill progresses. Support: 9 | Oppose: 8 | Neutral: 0 |

| SB 36 | Relative to The Collection and Reporting Of Abortion Statistics By Health Care Providers and Medical Facilities. Bill introduced by Sen. Avard. This bill was re-introduced from previous year. Indicated this bill is necessary due to 46 other states that collect abortion data-NH does not, also concerned that abortion providers in NH misrepresent data such as the use of ultra-sound, number of and certain types of abortion as well as gestational age. NH deserves access to this data to make decisions. Sen. Prentis asked why in Section II the information reported must be written? Avard responded that he could not answer that "yet'. Prentis made the point that NH holds privacy data at high standards and asked if NH refused to share data? Avard answered because it was not collected. Trish Tilley from the Dept no position but gave a thorough overview of the impact this bill would have on the departments with respect to IT, workforce, data collection gaps, no authority to collect data, and the codes used for such "terminations, HIPPA and the fact that a new system to collect this data would need to be built, implemented and supported. She gave estimates of $950 thousand with an extra $250 thousand to connect with OPLC's verification of licensing along with 1-2 FTEs for management & analysis of data and a .5 FTE for IT support. She indicated the concern of the privacy of data collected in the bill and how easy it may be to constructively identify information by breaking down to a personal level. Those who opposed the bill were ACLU, Planned Parenthood of NE, Equality in Healthcare. Support for bill was noted by Jason Hennesy Right to Life, Cornerstone, Rep. Notter. No position-Dartmouth |

| SB 185 | Relative to Office Of Professional Licensure and Certification Investigations. The bill discussed focuses on amending licensing statutes and shifting certain responsibilities to the Office of Professional Licensure and Certification (OPLC), in line with prior legislation. It primarily serves as a housekeeping bill to address updates from bills passed in the previous session. The committee will review the bill in an executive session, though a date for that session is yet to be determined. Online votes on the bill were split, with 2 in support and 2 opposed. The bill appears to be a technical adjustment, but with notable concerns raised regarding specific sections, particularly related to licensing and disciplinary actions by land surveyors and electricians. |
