| HB 1428 | Relative to Inmate Illness or Emergency. This bill would update the protective custody statute. While most of the changes are technical in nature, a few changes standardize the policies already in place for both law enforcement and correctional facilities. This LSR would dramatically increase cost for county correctional facilities. It limits the staffer who is able to appropriately monitor the inmate to a certified correctional staffer, thus increasing overtime costs, transportation costs, etc. It would also lead to increases in reimbursable medical costs, once an inmate it accepted by the correctional facility, their Medicaid/Medicare/etc. are turned off. If local law enforcement were to take the inmate those benefits remain intact. The NHAC also cannot estimate how many individuals this may impact. |
