It is the majority opinion of the Health, Human Services and Elderly Affairs Committee that one of the most important medical innovations to come of out of the recent COVID pandemic was the advent of telemedicine as a means of providing increased access for patients to medical care, especially for those with transportation challenges. The committee realizes this modality of care is evolving and being challenged by changes in federal policy. Therefore, it is critical the state remain in an adaptive mode. The Telemedicine Commission is critical for allowing the state to do this important work. Furthermore, the committee is pleased to see the legislation refers to synchronization with federal policy. Prentis made the point that NH holds privacy data at high standards and asked if NH refused to share data? Avard answered because it was not collected. Trish Tilley from the Dept no position but gave a thorough overview of the impact this bill would have on the departments with respect to IT, workforce, data collection gaps, no authority to collect data, and the codes used for such "terminations, HIPPA and the fact that a new system to collect this data would need to be built, implemented and supported. She gave estimates of $950 thousand with an extra $250 thousand to connect with OPLC's verification of licensing along with 1-2 FTEs for management & analysis of data and a .5 FTE for IT support. She indicated the concern of the privacy of data collected in the bill and how easy it may be to constructively identify information by breaking down to a personal level.
